Bakanl\u0131\u011f\u0131 Personeli G\u00f6revde Y\u00fckselme ve Unvan De\u011fi\u015fikli\u011fi Y\u00f6netmeli\u011finin 2 nci maddesinin ikinci f\u0131kras\u0131 a\u015fa\u011f\u0131daki \u015fekilde de\u011fi\u015ftirilmi\u015ftir.<\/p>\n<p>\u201cBu Y\u00f6netmelik, T\u00fcrkiye Adalet Akademisi, Adl\u00ee T\u0131p Kurumu Ba\u015fkanl\u0131\u011f\u0131, Ceza \u0130nfaz Kurumlar\u0131 ve Tutukevleri ile \u0130cra personelini kapsamaz.\u201d<\/p>\n<p>MADDE 2- Ayn\u0131 Y\u00f6netmeli\u011fin 6 nc\u0131 maddesinin \u00fc\u00e7\u00fcnc\u00fc f\u0131kras\u0131 y\u00fcr\u00fcrl\u00fckten kald\u0131r\u0131lm\u0131\u015ft\u0131r.<\/p>\n<p>MADDE 3- Ayn\u0131 Y\u00f6netmeli\u011fin 7 nci maddesi a\u015fa\u011f\u0131daki \u015fekilde de\u011fi\u015ftirilmi\u015ftir.<\/p>\n<p>\u201cMadde 7- Di\u011fer kamu kurum ve kurulu\u015flar\u0131nda g\u00f6rev yapanlardan, bu Y\u00f6netmelikte belirtilen ayn\u0131 unvana, bu unvanla ayn\u0131 d\u00fczeydeki veya daha alt d\u00fczeydeki di\u011fer unvanlara, s\u00f6z konusu unvanlar i\u00e7in mevzuatla aranan \u00f6\u011frenim ve sertifika gibi belgelere sahip olma \u015fartlar\u0131n\u0131 ta\u015f\u0131malar\u0131 kayd\u0131yla genel h\u00fck\u00fcmlere g\u00f6re naklen atama yap\u0131labilir.<\/p>\n<p>Di\u011fer personel mevzuat\u0131na tabi olanlar\u0131n bu Y\u00f6netmelik kapsam\u0131ndaki g\u00f6revlere atanmalar\u0131nda ihraz ettikleri unvanlar, ayn\u0131 unvan\u0131n bulunmamas\u0131 h\u00e2linde \u00f6\u011frenim durumu, ihraz ettikleri unvanla birlikte ilgili mevzuat\u0131 dikkate al\u0131n\u0131r.\u201d<\/p>\n<p>MADDE 4- Ayn\u0131 Y\u00f6netmeli\u011fin 8 inci maddesi a\u015fa\u011f\u0131daki \u015fekilde de\u011fi\u015ftirilmi\u015ftir.<\/p>\n<p>\u201cMadde 8- G\u00f6revde y\u00fckselme suretiyle atanmada a\u015fa\u011f\u0131daki \u015fartlar aran\u0131r:<\/p>\n<p>A) Genel \u015fartlar:<\/p>\n<p>1) G\u00f6revde y\u00fckselme yaz\u0131l\u0131 s\u0131nav\u0131n\u0131n son ba\u015fvuru tarihinden \u00f6nceki son \u00fc\u00e7 y\u0131l i\u00e7erisinde denetim elemanlar\u0131nca hakk\u0131nda zay\u0131f rapor d\u00fczenlenmemi\u015f olmak.<\/p>\n<p>2) \u0130lan edilen kadro i\u00e7in bu \u015fart\u0131 sa\u011flayan personel bulunmamas\u0131 durumu hari\u00e7 olmak \u00fczere Bakanl\u0131kta en az iki y\u0131l \u00e7al\u0131\u015fm\u0131\u015f olmak.<\/p>\n<p>3) 10\/7\/2003 tarihli ve 25164 say\u0131l\u0131 Resm\u00ee Gazete\u2019de yay\u0131mlanan Adalet Bakanl\u0131\u011f\u0131 Memur S\u0131nav, Atama ve Nakil Y\u00f6netmeli\u011finde belirtilen di\u011fer \u015fartlar\u0131 ta\u015f\u0131mak.<\/p>\n<p>4) G\u00f6revde y\u00fckselme suretiyle atanacaklar i\u00e7in yaz\u0131l\u0131 ve s\u00f6zl\u00fc s\u0131navda ba\u015far\u0131l\u0131 olmak.<\/p>\n<p>B) \u00d6zel \u015fartlar:<\/p>\n<p>1) Bilgi i\u015flem m\u00fcd\u00fcr\u00fc ve mahalli adli sicilde bulunan ta\u015fra \u015fube m\u00fcd\u00fcr\u00fc kadrolar\u0131na atanabilmek i\u00e7in;<\/p>\n<p>a) En az d\u00f6rt y\u0131ll\u0131k y\u00fcksekokul veya fak\u00fcltelerin; bilgisayar, yaz\u0131l\u0131m, elektrik, elektronik, elektrik-elektronik, elektronik ve haberle\u015fme, end\u00fcstri, fizik, matematik m\u00fchendislikleri ile matematik, fizik veya istatistik b\u00f6l\u00fcmlerinden mezun olmak,<\/p>\n<p>b) Adli destek ve ma\u011fdur hizmetleri m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131, ara\u015ft\u0131rmac\u0131, e\u011fitim uzman\u0131, sivil savunma uzman\u0131 ve uzman kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte en az \u00fc\u00e7 y\u0131l; m\u00fchendis, \u00e7\u00f6z\u00fcmleyici, istatistik\u00e7i, programc\u0131, sayman, koruma ve g\u00fcvenlik \u015fefi, koruma ve g\u00fcvenlik amiri veya \u015fef kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte en az be\u015f y\u0131l; bilgisayar i\u015fletmeni, veri haz\u0131rlama ve dan\u0131\u015fmanl\u0131k ve rehberlik, e\u011fitim programlar\u0131 ve \u00f6\u011fretim, sosyal hizmet b\u00f6l\u00fcmlerinden veya e\u011fitim fak\u00fcltelerinden mezun olmak,<\/p>\n<p>b) Adli destek ve ma\u011fdur hizmetleri m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 kadrosunda toplam en az iki y\u0131l veya psikolog, pedagog veya sosyal \u00e7al\u0131\u015fmac\u0131 kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte toplam en az on y\u0131l hizmeti bulunmak.<\/p>\n<p>6) Adli destek ve ma\u011fdur hizmetleri m\u00fcd\u00fcr yard\u0131mc\u0131s\u0131 kadrosuna atanabilmek i\u00e7in;<\/p>\n<p>a) En az d\u00f6rt y\u0131ll\u0131k y\u00fcksekokul veya fak\u00fcltelerin; psikoloji, psikolojik dan\u0131\u015fmanl\u0131k ve rehberlik, e\u011fitim programlar\u0131 ve \u00f6\u011fretim, sosyal hizmet b\u00f6l\u00fcmlerinden veya e\u011fitim fak\u00fcltelerinden mezun olmak,<\/p>\n<p>b) Psikolog, pedagog veya sosyal \u00e7al\u0131\u015fmac\u0131 kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte toplam en az alt\u0131 y\u0131l hizmeti bulunmak.<\/p>\n<p>7) Uzman, sivil savunma uzman\u0131, e\u011fitim uzman\u0131 ve ara\u015ft\u0131rmac\u0131 kadrosuna atanabilmek i\u00e7in;<\/p>\n<p>a) En az d\u00f6rt y\u0131ll\u0131k y\u00fcksek\u00f6\u011frenim mezunu olmak,<\/p>\n<p>b) M\u00fchendis, \u00e7\u00f6z\u00fcmleyici, istatistik\u00e7i, programc\u0131, sayman, koruma ve g\u00fcvenlik \u015fefi, koruma ve g\u00fcvenlik amiri veya \u015fef kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte en az \u00fc\u00e7 y\u0131l; bilgisayar i\u015fletmeni, veri ve g\u00fcvenlik g\u00f6revlisi kadrosunda en az be\u015f y\u0131l hizmeti bulunmak,<\/p>\n<p>c) 10\/6\/2004 tarihli ve 5188 say\u0131l\u0131 \u00d6zel G\u00fcvenlik Hizmetlerine Dair Kanunda belirtilen \u015fartlar\u0131 ta\u015f\u0131mak.<\/p>\n<p>11) Bilgisayar i\u015fletmeni, veri haz\u0131rlama ve kontrol i\u015fletmeni kadrolar\u0131na atanabilmek i\u00e7in;<\/p>\n<p>a) Fak\u00fclte veya y\u00fcksekokullar\u0131n bilgisayar b\u00f6l\u00fcm\u00fc, adalet y\u00fcksekokulu, meslek y\u00fcksekokullar\u0131n\u0131n adalet b\u00f6l\u00fcm\u00fc, adalet meslek lisesi veya di\u011fer lise ve dengi okullar\u0131n ticaret veya bilgisayar b\u00f6l\u00fcmlerinden mezun olmak,<\/p>\n<p>b) En az lise veya dengi okul mezunu olup, ba\u015fvuru tarihinde Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131nca onayl\u0131 veya kamu kurumu ve kurulu\u015flar\u0131nca d\u00fczenlenen kurslar sonucu verilen bilgisayar sertifikas\u0131na sahip bulunmak,<\/p>\n<p>c) Teknisyen yard\u0131mc\u0131s\u0131, hizmetli, a\u015f\u00e7\u0131, kaloriferci, bek\u00e7i, da\u011f\u0131t\u0131c\u0131 ve laborant yard\u0131mc\u0131s\u0131 kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte en az iki y\u0131l hizmeti bulunmak.<\/p>\n<p>12) \u015eof\u00f6r kadrosuna atanabilmek i\u00e7in;<\/p>\n<p>a) En az lise veya dengi okul mezunu olmak,<\/p>\n<p>b) Hizmetin \u00f6zelli\u011fine g\u00f6re en az (B) s\u0131n\u0131f\u0131 s\u00fcr\u00fcc\u00fc belgesine sahip olmak,<\/p>\n<p>c) Teknisyen yard\u0131mc\u0131s\u0131, hizmetli, a\u015f\u00e7\u0131, kaloriferci, bek\u00e7i, da\u011f\u0131t\u0131c\u0131 ve laborant yard\u0131mc\u0131s\u0131 kadrolar\u0131nda ayr\u0131 ayr\u0131 veya birlikte en az iki y\u0131l hizmeti bulunmak.<\/p>\n<p>13) Zab\u0131t k\u00e2tibi kadrosuna atanabilmek i\u00e7in;<\/p>\n<p>a) Fak\u00fclte veya y\u00fcksekokullar\u0131n bilgisayar b\u00f6l\u00fcm\u00fc, adalet meslek y\u00fcksekokulu veya meslek y\u00fcksekokullar\u0131n\u0131n adalet, adalet \u00f6n lisans veya ceza infaz ve g\u00fcvenlik hizmetleri program\u0131, lise veya meslek liselerinin adalet alan\u0131 ve ilgili mevzuat uyar\u0131nca bunlara denkli\u011fi kabul edilen program veya alanlar\u0131 ile di\u011fer lise ve dengi okullar\u0131n bilgisayar veya bili\u015fim teknolojileri alanlar\u0131ndan mezun olmak,<\/p>\n<p>b) En az lise veya dengi okul mezunu olup, daktilo ya da bilgisayar dersini ba\u015far\u0131yla tamamlad\u0131\u011f\u0131n\u0131 belgelemek veya ba\u015fvuru tarihinde Mill\u00ee E\u011fitim Bakanl\u0131\u011f\u0131nca onayl\u0131 veya kamu kurumu ve kurulu\u015flar\u0131nca d\u00fczenlenen kurslar sonucu verilen daktilo ya da bilgisayar sertifikas\u0131na sahip bulunmak,<\/p>\n<p>c) Adalet Bakanl\u0131\u011f\u0131 Memur S\u0131nav, Atama ve Nakil Y\u00f6netmeli\u011fi uyar\u0131nca yap\u0131lacak uygulamal\u0131 s\u0131navda ba\u015far\u0131l\u0131 olmak,<\/p>\n<p>\u00e7) Teknisyen yard\u0131mc\u0131s\u0131, hizmetli, a\u015f\u00e7\u0131, kaloriferci, bek\u00e7i, da\u011f\u0131t\u0131c\u0131 ve laborant yard\u0131mc\u0131s\u0131 kadrolar\u0131nda ayr\u0131 ayr\u0131
